Here’s the straightforward answer, and it’s both simpler and more consequential than most parents expect: in Texas, public school enrollment is determined by your home address. If your address falls inside the Riojas Elementary attendance zone, your child is enrolled at Riojas. No application. No lottery. No waitlist for your assigned campus. In some places, those systems exist. In Texas public schools, the default is simpler: your child is assigned to the elementary school that serves your residential address.

Pflugerville ISD draws attendance boundaries for each of its elementary schools. Every address in the district falls inside exactly one zone. As long as your home is inside the Riojas Elementary zone, enrollment at Riojas is automatic and guaranteed for your child.

Pflugerville ISD does have a transfer process for families who live outside a given campus’s zone and want to enroll there anyway. But transfers are not guaranteed — they depend on available capacity at the receiving campus and are approved at the district’s discretion. They are not a reliable path to a specific school. If Riojas is your goal, the reliable path is living inside the zone.

One more thing worth knowing: zone boundaries are drawn by the district and can change. Pflugerville ISD adjusted Riojas’s boundaries most recently in 2021, reducing the zone’s size to accommodate a new campus opening. Before any offer goes in on a specific address, I verify zone eligibility directly with the district — not by relying on what a listing portal says, which is frequently outdated.

Where Is the Riojas Elementary Attendance Zone?

The Riojas zone is anchored in northeast Pflugerville, concentrated most heavily in the Avalon master-planned community. Riojas Elementary sits at 3400 Crispin Hill — physically inside Avalon — which means many families in the neighborhood can walk or bike their kids to school. That proximity is part of why Avalon homes consistently mention Riojas in their listings.

The rough borders are: Kelly Lane to the South, Weiss Lane to the East, Plough Shore Lane/Abigal Way/Abbey Parkway to the North, and Sangremon Way/Moorlynch Avenue to the West.

Avalon: the primary feeder neighborhood

Avalon is a large, established community along the Kelly Lane/SH-130 corridor, developed by multiple builders over the past decade-plus. Homes sit on 50 to 65-foot lots. The community features a resort-style pool with a splash pad, a toddler pool, a clubhouse, playgrounds, a basketball court, and miles of hike-and-bike trails. StoneHill TownCenter — with Costco, Target, a movie theater, and a long strip of restaurants — is minutes away. For families commuting into Austin, the SH-130 and SH-45 toll roads put downtown Austin under 30 minutes on most days.

Property taxes in Avalon run approximately 2.19% as of the 2025 tax year — worth factoring into your monthly budget alongside the mortgage.

Beyond Avalon

The Riojas zone extends beyond Avalon’s boundaries into nearby streets and subdivisions along the same corridor. If you’re searching properties and find something outside of Avalon proper that looks like it could be in the zone, the address needs to be verified before you build your search around it. I do this verification as a standard step before any buyer I work with starts making offers.

A practical note on online searches: Zillow, Realtor.com, and other major portals use school zone data that is often inaccurate or behind the district’s actual current boundaries. A home flagged as “near Riojas Elementary” on a listing portal is not the same as a home confirmed inside the attendance zone. Do not rely on those filters when the zone is the whole point.

What Homes in the Riojas Zone Look Like

Most homes in the Riojas attendance zone — particularly in Avalon — are two-story suburban homes built between roughly 2010 and 2020. They range from approximately 2,000 to 4,000-plus square feet, with layouts that typically include 4 to 5 bedrooms, open-concept main floors, and outdoor living spaces. Brick and stone exteriors are common. Several streets in Avalon back to greenbelt, which adds both privacy and value.

The broader 78660 zip code — which covers most of the Riojas zone — has a median home value around $411,900 based on recent market data, though individual homes vary significantly by size, condition, and lot position. A 2,200-square-foot home with original finishes prices differently than a 3,500-square-foot updated home on a greenbelt lot.

The Pflugerville market has been competitive in recent years, and homes in well-regarded school zones tend to move faster than the broader market. Families who approach this as a casual search — browsing for months without a clear strategy — often find themselves losing homes they wanted to buyers who were more prepared. The families I work with who succeed in the Riojas zone are the ones who know their number, have their financing lined up, and are ready to act when the right address comes available.

What to Know Before You Start Your Search

A few things I tell every buyer making a school zone move, before they start looking at homes:

  • Verify zone eligibility before going under contract, not after. The address has to be confirmed with Pflugerville ISD directly. I do this for every client. It takes one step and it protects you from the worst possible outcome: spending weeks on a house that won’t get your child into the school you’re buying for.
  • Zones can change over time. The 2021 Riojas boundary adjustment was not the first and won’t be the last. Families buying with a long horizon should understand that zone assignments are periodically reviewed by the district. Changes are infrequent and typically grandfather students already enrolled, but they are worth knowing about if you’re making a 10-year housing decision based on a specific campus.
  • New construction exists in the zone. If you want a brand-new home inside the Riojas zone, there are options. Builder contracts come with their own set of considerations — upgrade packages, earnest money structures, inspection limitations — that differ significantly from resale transactions.   • Don’t self-disqualify on financing before talking to someone.
